Many critics and other NFL teams were angered at San Francisco's liberal use of the free agent rules to "buy a championship". In order to pay everyone, the team asked a number of players to renegotiate their contracts to free up money. And some free agents like Jackson and Sanders accepted one-year salaries far below their actual worth. The NFL later determined that the 49ers had cheated during the 1994 season by violating the salary cap. The 49ers were fined $600,000 and deprived of a 5th round draft pick in 2001 and a 3rd round draft pick in 2002. After the penalty against the 49ers was announced, one NFL owner stated: "I think they [the 49ers] got away with murder."
Still, the free agents enabled the 49ers to jump from the 18th ranked defense in the league to the 8th, and to jump from the league's 16th best defense against the run to the 2nd.
