The tenure of the Legislative Assemblies of the states of Andhra Pradesh
, Orissa
and Sikkim
were due to expire on 30 May, 29 June and 23 May 2009 respectively. Keeping this in mind, the Election Commission of India
(ECI) decided to hold these Assembly elections simultaneously with the 2009 general election
. The elections to each Assembly constituency (AC) were scheduled for the same day as the corresponding Parliamentary Constituencies (PC).
Elections to the state Assemblies of Arunachal Pradesh
, Maharashtra
and Haryana
were announced by the ECI on 31 August 2009. The tenure of the assemblies of Arunachal Pradesh and Maharashtra were due to expire on 24 October and 3 November 2009 respectively. The Haryana Legislative Assembly had been dissolved by the Governor of Haryana on 21 August 2009.
After the 2004 election, the Congress had formed the Government with the Telangana Rashtra Samithi
(TRS) and Left Front
and had a comfortable majority with over 200 seats in the Assembly. In 2009, the Left Front fought the election against the Congress as part of the Grand Alliance with Telugu Desam Party
(TDP). TRS fought the election alongside Congress, but switched loyalties to the Grand Alliance before the counting of votes on 16 May 2009.
Despite contesting alone and fighting an anti-incumbency factor, Congress managed to get majority in the 294-member Assembly with 157 seats. Analysis of the results has shown that the split of the anti-Congress votes between the Grand Alliance and Praja Rajyam Party
(PRP) helped increase the Congress vote share.
The incumbent Chief Minister Y. S. Rajasekhara Reddy
was sworn in for a second term on 20 May 2009. His council of 35 ministers were sworn in by Governor N.D. Tiwari a few days later on 25 May 2009.
In the 2004 Orissa Assembly election, the Bharatiya Janata Party
(BJP)-Biju Janata Dal
(BJD) combine (National Democratic Alliance
(NDA)) had swept the state with the BJD winning 61 seats and the BJP winning 32 seats, giving the alliance comfortable majority in the 147 member house. This resulted in the second tenure for Chief Minister Naveen Patnaik
's Government. In 2009, after the elections were announced, Naveen Patnaik's BJD broke their 11-year alliance with BJP and instead forged a partnership with the Left Front
and Nationalist Congress Party
.
Despite fighting against both BJP & Congress
, the BJD emerged victorious with more than two-thirds majority in the 147 member Legislative Assembly. Naveen Patnaik was sworn in for his third consecutive term by Governor M.C. Bhandare
on 21 May 2009 at the Bhubaneswar Raj Bhavan.
In the 2004 Sikkim Assembly election, the Sikkim Democratic Front
almost had a clean-sweep winning 31 of the 32 seats in the state. Indian National Congress
was the only other party to win any seats, winning the Sangha
seat that is reserved for the monks & nuns of Sikkim's many monasteries. P.K. Chamling led SDF had already formed the previous two Governments in Sikkim having first formed the Government after the 1994 election, when they won 19 seats within a year of the party being formed), and then again after the 1999 election, when they increased their tally to 24 seats. Chamling's third term began on 21 May 2004 when he & his 11 ministers were sworn in by the then Governor of Sikkim V. Rama Rao

The SDF went from strength to strength and this time won even the single seat that had eluded them in 2004. With a clean sweep of all 32 seats in the state, Chamling was sworn in for his fourth consecutive term as Chief Minister by Governor B.P. Singh
at the Gangtok Raj Bhawan on 20 May 2009. This Government included Neeru Sewa and Tilu Gurung who became the first ever women Cabinet ministers in Sikkim.
was elected as the Congress Legislative Party and was sworn in as the Chief Minister. Apang, Arunachal's longest serving chief minister, was forced to step down on 9 April 2007 when the Congress legislators revolted against him and instead elected his Power Minister Dorjee Khandu as the new Congress Legislative Party leader. Khandu was sworn in as the state's seventh Chief Minister by Nagaland Governor K. Sankaranarayanan
on 10 April 2007.
This time, the Congress won 42 of the 60 seats in the Assembly, including three uncontested seats. Seasoned Congressman, seven times MLA and former chief minister, Gegong Apang
, and his son Omak Apang both lost the elections. Without any competition from Gegong, Dorjee Khandu was smoothly elected as the Congress Legislative Party leader on 24 October 2009 and was sworn in for his 2nd term as Chief Minister by Governor J.J. Singh at the Darbar Hall of the Itanagar
