 begins with 48-year-old researcher, scientific advisor and professor Anupam Saraph who in February 2008 was appointed Pune’s chief information officer (CIO). The first CIO of an Indian city was born out of a public private partnership, between Software Exporters Association of Pune and government agencies. Saraph wasted little time in highlighting the need for designing a “nervous system”, or a shared information system that can sense problems proactively and solve them. He implemented a traffic management system and created a Pune Governance Wiki that went on to track the spread of H1N1 epidemic in the city.

The message of smart cities, which Pune’s CIO flagged off in early 2008, has therefore cascaded to other states in India, among infrastructure developers, as well as politicians.
