He joined the Cabinet as Deputy Minister of Foreign Affairs in 1981, serving in that position until 1982, when he became Minister of Water Resources and Development. Later in the same year, he was moved to the position of Minister of National Housing, in which position he remained for two years. He was then Minister of Public Construction and National Housing from 1984 to 1988 and Minister of Transport from 1988 to 1990.

From 1981 to 1984, he was Provincial Treasurer of ZANU-PF for the Midlands Province. From 1984 to 1994, he was a member of the Central Committee of ZANU-PF, and he was the Central Committee's Deputy Secretary for Publicity and Information from 1984 to 1989.

Mumbengegwi was Zimbabwe's Permanent Representative to the United Nations
