On March 24, 1999, Alsup was nominated by President Bill Clinton
to a seat on the United States District Court for the Northern District of California
vacated by Thelton Eugene Henderson. Alsup was confirmed by the United States Senate
on July 30, 1999, and received his commission on August 17, 1999.
