The party was created on September 13, 1991 by Sadık Ahmet who presided over it until his death in 1995. Ahmet was succeeded by his widow Işık Ahmet who led until 1999. The party was then led by Ahmet Hacıosman

However, for the anticipated elections in November 1989, his candidacy was rejected on an alleged technicality. The Independent Muslim List however received 36,353 votes (0.5%) and one seat.
