He was elected four times for the Lok Sabha and served as a Union Minister in different capacities. He was also elected to the Rajya Sabha for three consecutive terms.
Mishra was a central minister in the governments headed by Morarji Desai
, Chaudhary Charan Singh, V P Singh, Chandrashekhar
, H D Deve Gowda and I K Gujral.
He held portfolios like Petroleum,Water Resources Chemicals and Fertilisers, Energy, Shipping and Transport, Communication and Railways.
He served as minister of state for Railways in the Chandra Shekhar
government during 1990-91.
He later became Railways Minister in the Chandra Shekhar government in 1990-91.
at Tej Bahadur Sapru Hospital in Allahabad. He had been ailing for some time. He was to be shifted to the Sanjay Gandhi Post Graduate Institute of Medical Sciences
in Lucknow
. The last rites of Mishra were performed Saturday afternoon at the Sangam in Allahabad, he was cremated with full state honours in the presence of political leaders cutting across party lines.
He is survived by two daughters.
He was a socialist to the core who always dreamt of the welfare of common man.His policies were always considered as pro-poor and socialistic.
