Internationally, Ghulam Yahya Khan Tarzi began his career in public service in the field of international affairs

. He joined the Afghan Foreign Service in 1920. By 1926, he was the Director General of Political Affairs from 1926 to 1927 in the Afghan Foreign Ministry. Tarzi would return to Kabul

 in 1930 and in 1934, would take up the position of Director of the Public Health

 Department. This led to his appointment as Minister of Public Health in 1935, a critical position in the impoverished country of Afghanistan. His work in the ministry would produce many new hospitals around the country, as well as a large rise in vaccinations to all citizens.

In 1952 he would take another large step onto the international diplomatic stage as Ambassador
