After receiving his first diploma from the Institute of Advanced International Studies of the University of Paris

 (and being first in his year, 1980), he received a postgraduate diploma in Public Law, specializing in public international law, from the Paris X University Nanterre as well (cum laude, first in year, 1980). He earned another postgraduate diploma in political studies the next year, specializing in international relations. He also received a degree from the Centre for Studies and Research in International Law and International Relations at The Hague Academy of International Law

Former Member of ITLOS Seabed Disputes Chamber(1996-1999;2011-...);He is a Member of the Chamber of Summary Procedure and of the Chamber for Maritime Delimitation Disputes,since 2008.Judge Ndiaye was elected unanimously President of the Chamber for Fisheries Disputes,the 6th October 2011.The Chamber for Fisheries Disputes,established in accordance with article 15,paragraph 1,of the Statute of the Tribunal,is available to deal with such disputes concerning the conservation and management of marine living resources as Parties may agree to submit to it.The Chamber consist of nine members.Judge Ndiaye is elect for the period ending 30 September 2014.He is also a Member of the Committee on Rules and Judicial Practice of the Tribunal.He is a Member and former President(2005-2008) of the Committee on Library,Archives and Publications
