The Puerto Rican nominee is selected by the Corporación de Cine de Puerto Rico. Though the Dominican Republic does have a small but active domestic film industry, the DR is no longer active in this competition, and has not submitted any film since 1995. Puerto Rico, which submitted for the first time in 1986, has submitted ten films to the competition, and has received a single Oscar nomination. The Dominican Republic has submitted a total of three films since their debut in 1983, but they have never yet been nominated.

Submissions

Every year, each country is invited by the Academy of Motion Picture Arts and Sciences to submit its best film for the Academy Award for Best Foreign Language Film. The Foreign Language Film Award Committee oversees the process and reviews all the submitted films. Following this, they vote via secret ballot

The Dominican Republic's first submission, Guaguasi, was not a majority Dominican production. Set amidst the 1956 Cuban Revolution, it was filmed in the Dominican Republic by a Cuban-American exile.

The producers of local box-office smash Talento de Barrio protested that they submitted their film for consideration in 2008, but that Puerto Rico's film board chose not to send a film that year.

Since foreign language films produced in the United States are not permitted to compete in this category, Puerto Rican filmmakers are often cited as the only American citizens who are regularly able to compete for the award.
