 on January 2, 2003. Judge Hawkes allegedly "lobbied furiously" amongst state legislators to get financing for the 48 million dollar project approved by lawmakers. In e-mails which circulated amongst judges of the 1st District Court of Appeal's building committee a list of so-called legislative "heroes" was named, the e-mails even went so far as to arrange the "heroes" into categories based on the level of appreciation they deserved.
