The ROC positions this Cross-Strait Economic Zone as an implementation of the proposed Economic Cooperation Framework Agreement

The rationale for the economic zone is increase economic activity between the coastal cities of mainland China and Taiwan. The PRC Ministry of Commerce reported the trade volume between mainland China and Taiwan in the first 11 months of 2008 reached 122 billion U.S. dollars, an 8.4 percent increase from the previous year.
