 system for community development workers. A Mental Health certification system was also created as a further development. However, the system stopped being developed, independent assessment ceased and Climo parted company with ILCM in 2011 to found Community Leaders CIC.

During 2009 he co-authored a Partnership Toolkit for community groups with Tom Jane, a long standing co-worker.

Climo became a Director of the Community Sector Coalition during 2011, and Southwest co-ordinator of the recently formed National Community Activist's Network. In March 2011 he wrote about issues facing small community groups,.

From 2004 onwards, Climo campaigned for a Cornish Development Agency. This resulted in a further publication, Devolution for Prosperity, which sets out the case for a strategic Development Agency for Cornwall along the lines of the Welsh Development Agency

 (The Campaign for the Cornish Language) from 1998 to 2005. During this period attempts were made to bring together users of traditional forms of Cornish. He authored Kernuak Es (Second Ed. Pub. Penzance 2004) a book for learners of the language. The orthography used is taken as evidence of a blurring of the boundaries between the Modern Cornish and Tudor Cornish orthograhpic forms.

. Subsequently Climo took forward the idea of a Strategy for the Cornish Language. This was initially resisted but eventually was developed stemming from a formal consultation of users and other interested parties in each of the six districts of Cornwall, along the lines proposed by Climo.

During 2003 Climo proposed the idea of a Standard Written Form (SWF) as a means to unite the language movement. The SWF was eventually developed at two weekend-long sessions by an 'Ad Hoc Group', chaired by Trond Trusterud a language researcher. This was supported by considerable ex-officio work by several linguists. Climo, Bernard Deacon, Loveday Jenkin and Pol Hodge, working within the ad Hoc Group thrashed out a compromise and subsequently gained acceptance from their respective language groups.
The SWF was finally agreed in 2008 and has then provided a platform for using Cornish for official purposes and in education.
