With the creation of the High Representative for the Common Foreign and Security Policy in 1999, it was decided the Secretary-General would occupy that post simultaneously. However with the Lisbon Treaty the post of High Representative was merged with the External Relations Commissioners and separated from the Secretary-General of the Council, and at the meeting of the European Council
