Before his appointment to Ireland in 2009 he headed the office of the British Commissioner in Brussels: first Peter Mandelson

He was born in the West Midlands and went to the local grammar school. He studied Philosophy and Theology at Oxford University and joined the Foreign and Commonwealth Office
