Pope served as mayor of Boise from 1929 to 1933. He was elected as a Democrat to the United States Senate
in 1932, defeating Republican
incumbent John W. Thomas
. From 1934-36, Pope was a member of the Nye Committee
. In 1938, he was defeated for renomination in the Democratic primary by Congressman D. Worth Clark
.
In 1939, Pope was appointed a director of the Tennessee Valley Authority
by President Franklin D. Roosevelt
and served in that capacity until 1951. He continued to practice law and serve on several boards in Tennessee
after that.
