Venables is the son of Dudley James Venables and May Nora Saddington and was educated at Chatham House, Kingston University

, after which he was successively a computer systems officer and a school teacher before beginning his ordained ministry and serving with the Anglican Church in Paraguay, Bolivia and Argentina. He was headmaster of St Andrew's College, Asuncion from 1978 until 1989.

Venables was ordained as a deacon in 1984 and one year later as priest. He was ordained to the episcopate in 1993.
