, Peru as the 5th of 8 children. In Lima, he studied international business at the Instituto Nacional de Comercio Internacional and economics at the University of San Martin de Porres in Peru.

In 1994, Utrilla immigrated to the United States. Speaking very little English on arrival, he enrolled in the International Business and ESL programs at Weber State University

As the Honorary Consul to Peru, Utrilla serves two main purposes: To build and strengthen ties as well as help and promote the local community.

Utrilla is an active member of several organizations, including corporate membership in the American Translator's Association as well as being on the board of directors for the Utah Hispanic Chamber of Commerce, Advisory Board Member for the Weber State University Institute for Politics, Decency and Ethical Conduct, and the Board of Trustees for the Boys and Girls Club of Weber-Davis County.

Utrilla Currently resides in North Salt Lake, Utah with his wife Krista and four children.
