s and Medical College Hospitals does not come under its jurisdiction.

There are 1,965 doctors, 4,219 nurses and 2,510 paramedical staff presently working under this organization.

There are 228 hospitals under its control in Andhra Pradesh with total bed strength of 15,208. They include 20 District Hospitals, 56 Area Hospitals, 117 Community Health Centres, 10 Speciality Hospitals and 25 Civil Dispensaries.

The District Hospital has ten service specialties i.e. General Medicine, General Surgery, Obstetrics and Gynecology, Pediatrics, Ophthalmology, Orthopedics, ENT, Dental, Radiology and Anesthesiology. It has 11 Civil Surgeon Specialists along with 18-20 Civil Assistant Surgeons. There are Paramedical staff members comprising 48 to 78 Staff Nurses, 3 Laboratory Technicians, 3 Radiographers and other staff. The district hospital have all the major equipments such as 500 mA X-ray unit, Ultrasound Scanner, Endoscopes, Boyle’s Apparatus, ECG machine, Defibrillator and Cardiac Monitor.

The Area Hospital which is in general a 100 bedded hospitals caters to four specialties i.e. General Medicine, General Surgery, Obstetrics and Gynecology and Pediatrics. There are 4 Civil Surgeon Specialists and 10-12 Civil Assistant Surgeons. There are 24 Staff Nurses, 3 Laboratory Technicians, 1 Radiographer and other technical staff and supportive medical staff. The Area Hospital have 300 mA X-ray units, Ultra Sound Scanner, Boyle’s Apparatus, ECG machine and basic theatre equipment.

The Community Health Center provides only general services without involvement of any specialties. There is a provision for 4-5 Civil Assistant Surgeons and in many places one Deputy Civil Surgeon/Civil Surgeon. The equipment is more basic and comprises 60 mA X-ray along with basic surgical equipment.

Commissioner: A.P. Vaidya Vidhana Parishad

The Commissioner, A.P. Vaidya Vidhana Parishad, Hyderabad is the
Chief executive head of the Department and whole time officer, of the
Commissionerate appointed by the Govt. from out of the reputed members of the
Medical Profession with proven administrative ability. The Commissioner has to
implement the decisions of the Governing Council and exercise such powers and
perform, such other functions as may be delegated to him by the Governing Council.
He is also the Chief Advisor to the Government in all technical Administrative and
financial matters of the A.P.Vaidya Vidhana Parishad.

The present Commissioner is Functions

1. He will act as Chairman of the Governing Council (G.C) and implement the
decisions.

2. Shall exercise powers and functions delegated by the Governing Council.

3. Shall exercise general control and supervision over the Dispensaries and
Hospitals under A.P.V.V.P in effective performance of their functions with the
assistance of Joint Commissioners.

4. He is the borrowing and lending authority of the services of the personnel working
in A.P.V.V.P. as prescribed by the Regulations.

5. He is the recruiting, promoting and selecting authority as prescribed in the
regulations.

6. Formulate and implement the schemes for the Comprehensive development of
the Dispensaries and hospitals.

7. To construct , maintain dispensaries and non-teaching hospitals thereof by
mobilizing resources from the financial institutions.

8. To procure stock and distribute equipment , drugs, diet linen and other
consumables among the dispensaries and hospitals.

9. To provide the facilities of specialists and Super Specialists

10. To receive donations, funds, and the like from the general public, and institutions,
both from within and outside India.

11. To receive grants or contribution, which may be made by the Govt. with such
conditions as they may impose.

12. To plan, construct and maintain Commercial Complexes, paying wards and
providing diagnosis services and treatment on payment basis and utilize the
receipts for improvement of Hospitals and Dispensaries.

13. To run public Utility Services and any other activity of Commercial nature within
hospital premises.

14. To run Canteen & Cafeteria within the hospital premises.

15. He will work with close co-operation and co-ordination in with the Project Director
in the implementation of the World Bank assisted APFRHSP.

16. He is having the following financial powers

a) Purchase of drugs on rate contract with the approval
of purchase committee

b) Purchase of drugs and other hospital necessaries –
Non rate contract items , if it exceeds one lakh the
approval of Governing Council is required
Rs. 1 lakh

c) Purchase of apparatus, instruments, machinery etc.,
with approval of purchase committee

d) Administrative and financial sanction of building
maintenance work. Including additions and alterations
10 lakhs

e) Repairs and replacement of vehicles Up to Rs. 30,000 at a
time in case of light
vehicles up to Rs.
50,000 in case of
heavy vehicles.

f) Sanction of residential telephones in case of newly
created posts and institutions

Secretary of A.P.V.V.P.

The post of Secretary of APVVP is an ex cadre post of the rank of DCHS. The Secretary is also the Public Information Officer to the APVVP

The present Secretary to APVVP is Dr A Rajasekhar Babu
Functions

1. He will assist and advice the commissioner in managing the services in
all administrative matters and coordinate the activities of the various
branches in APVVP.

2. Preparation of rules and regulations for all posts.

3. Governing council matters.

4. Planning work.

5. He is the borrowing; appointing, lending and cadre maintain authority for
ministerial and class IV employees for head office.

6. Tappals and dispatch supervising.

7. Files relating to hospital consumables and supplies will be processed by
him to the Joint Commissioner (General).

8. General administration of Ministerial services and Engineering Services.

9. World bank Project work.

10. He will supervise the work of Joint Secretary I & II.

11. The files relating to the following subjects will be routed through him.

a. Administrative reforms.

b. Planning

c. Allocation of subjects in the head office.

d. LAQ and parliamentary questions.

e. Training of personnel in administrative work.

f. Pay Revision Commissioner reports.

g. Independence Day, Republic day celebration and national events.

h. Head office protocol and hospitality.

i. The matters relating to Hospital advisory committee.

j. Matters relating to Class IV employees.

District Co-ordinator of Hospital Services

The Office of the District Coordinator of Hospital Services have been
established in 1988 while discontinuing the system of regional commissioner’s office. It
is an Ex cadre post.

General

i) Supervision and control of all hospitals and institutions of the within the
district.

ii) Liaison with District Collector, Zilla Praja Parishad and People’s
representatives.

iii) Liaison with District level officers of Health Department like District
Medical & Health Officer head of teaching Instruction.

iv) Periodic and random inspection of hospitals.

Personnel

i) Selection, recruitment, appointment and cadre management of Class IV
employees within the district.

ii) Transfer and posing of para – medical, clerical and other Class III
employees within the district.

iii) Disciplinary matters of Parishad personnel in the District.

Financial

i). Operation of personnel Deposit Account.

ii) Pre – audit of bills presented by hospital and Institutions within the
district.

iii) Payment of bills to institutions.

iv) Budget control

v) Compilation and reporting of accounts for the District.

vi) Periodic and random inspection of cash of subordinate institutions.

vii) Revenue Collection.

Hospital support

i) Maintenance of District level hospital Stores.

ii) Purchase of drugs, equipment, instruments, materials and suppliers.

iii) Monitoring review of equipment and maintenance of stores.

iv) Temporary redeployment of equipment, Vehicles etc., with in district.

Medical

Constitution of district level standing and adhoc medical boards.

i) Review and monitoring of range level and quantity of clinical diagnostic
and other services by the Parishad Institutions in the District.

ii) Organization of emergency medical relief and hospitalization in times of
natural calamities and unforeseen situations.

iii) Organization of medical coverage for VIP visits.

iv) Co – ordination , and rendering of hospitalization and surgical facilities of
routine and intensive Family Planning work.

v) Collection, reporting and dissemination of Medical Intelligence and Bio –
Statistics.

vi) Review, monitoring and coordination of referral services.

Para – medical

i) Monitoring quality of Nursing Services and other para – medical services.

ii) Monitoring quality of Medical Records services.

Engineering

i) Section Officer for Maintenance of buildings.

ii) Maintenance work of all buildings, Civil works etc. within the district.

iii) Protection of lands.

Commercial

i) Allotment of Commercial space.

ii) Execution of agreements with allots of Commercial space.

iii) Monitoring collection of revenue.

iv) All legal matters regarding allotment of Commercial space.
