In December 2001, he won elections with 40% of the vote, defeating incumbent President Yury Spiridonov resulting in Spiridonov becoming one of few incumbent administrative division leaders in Russia to be defeated between the period 1991-2005 when these leaders were directly elected. Torlopov took office in January 2002 and left on 15 January 2010.
