Elected to the London Borough of Lewisham council in 1982, Bullock then went on to serve as Chair of Finance, Chair of Leisure, Deputy Leader, and Leader of the Council prior to standing down from the council in 1998. Following this, he served as Chair of University Hospital Lewisham NHS Trust

. Bullock's partner is Kris Hibbert, a former fellow councillor.

In 2001 he was elected back to Lewisham council in a by-election before seeking the Labour nomination for the new post of elected mayor, having publicly supported the proposal (as chair of the hospital trust) in the October referendum campaign. He was subsequently elected in the first mayoral election.

He was re-elected in the May 2006 Lewisham mayoral poll and became the Labour vice-chair of the Association of London Government later that year. He is also Chair of Local Government Employers (LGE), the national pay bargaining arm of the Local Government Association

 and was knighted in 2007. He was re-elected as Mayor of Lewisham in the May 2010 general election.

Mayor, Sir Steve Bullock pledges for his term 2010 - 2014 as Mayor is:-

•To prioritise those with the greatest need and make savings through sharing resources before cuts in front-line services
•Hold Council Tax rises to the level of inflation or lower
•Create more training places and apprenticeships for young people
•Establish a Council of Elders to ensure that older residents' voices are clearly heard
•Introduce measures to halve Lewisham's carbon foot print by 50% by 2014

Some of his achievements as Mayor of Lewisham so far are:
1. Opening two new swimming pools
2. Rebuilt/refurbished nine schools.
3. Creating 5,000 improved homes between the period of 2006 - 2010.
4. Council taxes rises below inflation.
5. There are energy saving initiatives in 9 areas in the London borough of Lewisham.
