Bulkeley was born in Dublin, Ireland
, the second son of Sir Lawrence Bulkeley and Elizabeth Freke. He married on 18 July 1750 Mary Rous, daughter of John, at Halifax, Nova Scotia
, and they had four sons; after her death, he married, on 26 July 1776, Mary Burgess at Halifax; and died there 7 December 1800.
He served in many capacities the crown and people of Nova Scotia
and was governor
from 1791 to 1792; Bulkeley was succeeded by Former New Hampshire
