Proco Joe Moreno was appointed, to replace Manny Flores, as Chicago's 1st Ward Alderman by Mayor Richard M. Daley
on March 26, 2010.

Once in office, Moreno instituted his own graffiti removal and vacant lot clearance programs. During the Chicago Blizzard of 2011 Moreno paid for snow-removal for 1st Ward residents out of his own pocket.
