Phillion entered politics in 1995 by winning a seat in the former city of Hull's Council. After the amalgamation in 2002, Phillion was elected in St-Raymond-Vanier and re-elected in 2005.

Philion has been heavily involved in a project by the city of Gatineau of being the first smoke-free city in Quebec following a similar process by the City of Ottawa
