With the power of 1.000 Kw and 1.500 Kw transmitters, the service can also be received in Minahasa. The station was established by local entrepreneur Jusak Kereh in June 2003. With human resources from Jakarta (the capital) and local people, the station opened on October 8, 2003 with 8 hours of broadcasting. Some four months later the time was extended, from 6am until 12pm. In the first quarter of 2007, transmission output was increased to 20 hours per day.

Quality programs are delivered by its Programming Department (led by Evert Politton). This has led to the station claiming parity with other broadcasters in the area. 'Cakram' magazine placed the station third in its award in 2003 and 2004. In December 2006, the same magazine put Pacific-TV in the 'Big 5' of A-Category local stations in Indonesia.
