Portland is a city located in the Pacific Northwest, near the confluence of the Willamette and Columbia rivers in the U.S. state of Oregon. As of the 2010 Census, it had a population of 583,776, making it the 29th most populous city in the United States...

. At 308 ft. (94m), it is Portland's tenth-tallest building. Although it is named for ODS Health Plans, critics displeased by the building have nicknamed it the "Odious Tower".

Completed in 1999, ODS Tower is the culmination of many years of efforts to develop the site into a high-rise building. Zimmer Gunsul Frasca were the chief architectural firm for the project.

The main feature of the building's design is a floor plan that allows for six corner offices on each floor. The first four floors are devoted to city-mandated ground-floor retail (Nordstrom Rack, formerly Copeland Sports) and a parking garage. The curving facade along the eastern end of the building is supposed to follow a curve in the Willamette River
