Because a few residents of Melrose Hill did not want to join the East Hollywood Neighborhood Council (not wanting to deal with the label "East" Holywood, which recalls "East Los Angeles", and those few upper income residents on Melrose Hill street and Marathon street were worried about their property values), Melrose Hill is not part of the East Hollywood Neighborhood Council, which currently includes only neighborhoods north of the 101 freeway. However culturally and geographically, Melrose Hill is part of East Hollywood, and other maps showing the boundaries of East Hollywood, for example this map from the L.A. Times' website , includes all of Melrose Hill in East Hollywood.
