Formally, the Head of State of the Democratic People's Republic of Korea remains the Eternal President Kim Il Sung, and it is to him that Ambassadors would expect to present their credentials. But Kim Il Sung died in 1994 so that Ambassadors normally present their credentials to Kim Yong Nam, Chairman of the Presidium of the Supreme People's Assembly, who acts as Kim Il Sung's representative on Earth on such occasions.
