Plot

One night, Jimmy Neutron, Carl Wheezer, and Sheen Estevez hack into the local news feed, and paste their heads on the bodies of the reporters. The same night, Cindy Vortex tells Libby Folfax that she and Jimmy played footsie in the library. The next day, Corky Schimatzu, a famous television and film producer, hires Jimmy, Carl, Sheen, Cindy, and Libby to do a children's news program. Jimmy and Cindy are the anchors

That night, everything goes well on the show until Libby comes on. She proceeds to tell millions of viewers about Jimmy and Cindy's relationship going from "love-hate" to "all-love all the time" (while Jimmy and Cindy are flirting). Then she reveals that Sheen takes advice from hand puppets, and that Carl walked around with toilet paper

 on his shoe all day. Which leads him to run around the stage screaming and shouting.

Libby discovers lots of embarrassing gossip to share on the show, and uses it to blackmail

s" (actually Jimmy, Cindy, and Sheen with masks) have taken over Carl's brain. They are using him to gather kittens for them to eat, and harvest human spleens to play "spleenball" with. Libby believes this, and reports it on the local news. The town proceeds to mob Carl. Jimmy and Cindy tell Libby it was just a story they made up to scare her. She calls off the mob, which starts attacking Jimmy and Cindy. Libby stops them again and apologizes to her friends for the way she acted. Corky then shows up and tells them they are all fired, for he is making a new show, titled Everybody Loves Hand Puppets featuring Sheen, whom he holds aloft as he speaks. The mob then chases Corky down the street (who drop Sheen and stomp on him until he loses consciousness), so everyone walks off to go home. Libby picks up the unconscious Sheen and goes off. Jimmy stops and kisses Cindy on the lips, and she is left stunned and dizzy, after a few seconds she runs after Jimmy and they walk off hand in hand as Carl calls for someone to let him out of the headlock the mob put him in.
