in 2009. The library also sponsors a summer reading program that drew both record numbers of participants and record numbers who completed the program in 2009. KRL also has community partnerships with independent booksellers to sponsor a series of author visits (called "West Sound Reads'), with local school districts to encourage children to become familiar with the library, and with local work source and career development organizations to help Kitsap adults develop their careers and find jobs when they are unemployed.

The system was funded by a property tax rate of $.28 per $1000 of property value in 2009 (the rate varies year by year, depending on the change in property assessments in its district).

A vote to raise the levy rate in 2007 was unsuccessful. In the ensuing years, KRL brought the growth of its expenses in line with the projected growth of property tax dollars, assuring a sustainable budget for the foreseeable future.
