He graduated from Notre Dame Law School, and then moved to Allegany County. He worked as a private sector attorney for most of his professional life, working with small and large businesses and their effort to grow sustainable jobs in the region. He then worked for the Department of Homeland Security from 2005–2007, where he created and ran an office that provided disaster relief efforts in response to Hurricane Katrina. .
