Diplomatic career

Inoue served as Minister Plenipotentiary to Belgium in 1898. In 1898-1906 he served as Minister Plenipotentiary in Berlin, and in 1906 became the first Japanese Ambassador to Wilhelmine Germany, serving in that position until 1908. He served as Ambassador to the United Kingdom
