Elliot was born in Brisbane
and was educated at the University of Queensland
, where she graduated in Arts. She was a Queensland
police officer 1990-97 and was later Juvenile Justice Conference Convener with the New South Wales Department of Juvenile Justice. Elliot also holds a Graduate Diploma in Human Resource Management

Richmond was once a safe National Party seat but the growth of Tweed Heads and other coastal communities has seen Richmond become an increasingly urban seat.
The 2007 election saw Elliot reelected with a victory in Richmond over the Nationals' Sue Page
. The swing in the seat was over 8%, which was significantly larger than the New South Wales state average. She retained the seat at the 2010 election with only a small swing against Labor.
