, Costa was a senior official of the Propaganda Commission of the Government. Published only with the initials, Montserrat in 1938, a mirror, with good arguments biblical and patristic, collective letter to the Spanish episcopate who proclaimed the Crusade.

In exile he worked a popular ministry. S'esmerçà to evangelize the miners in the region of Toulouse. He died in Toulouse.

He published the Catalans (1944) which advocated a debate and elections for future Catalan national reconstruction. This publication was a brief history of Catalan Letters in 1946, comprehensive program of
reorganization of the Church of Catalonia and Catalan, who signed with the pseudonym George Montserrat.
