. INSCT was established in 2003 by Prof. William C. Banks. It seeks to support an interdisciplinary approach to questions of national security and counterterrorism law and policy.

INSCT consists of several full-time fellows and graduate research assistants and dozens of affiliated faculty members at Syracuse University. The Institute publishes analytical policy papers, journal articles and books; it also develops curriculum for academic certificate programs in national security and counterterrorism law, and advises students seeking careers in the field.
