. He was a special justice for the central district court of Worcester between 1909 and 1916.
He was captain in the State Guard of Massachusetts from 1917 to 1920, and the assistant district attorney for the middle district of Massachusetts from 1917 to 1921. Stobbs was elected as a Republican to the Sixty-ninth, Seventieth, and Seventy-first Congresses (March 4, 1925 - March 3, 1931). He did not run for reelection in 1930. He was one of the managers appointed by the House of Representatives in 1926 to conduct the impeachment proceedings against George W. English
