A comprehensive service review conducted in 2000 focused on the needs of three specific groups: students, industrial employees, and seniors. The report, based on one primary principle: transit should directly and conveniently take passengers where they want to go, was approved by council in November 2000, and many of the recommendations were immediately implemented.
