Homeowners are not required to become members of the "Collings Lakes Civic Assn' Nor are they required to comply with CLCA Bylaws, Homeowners are Required to Pay an annual fee of $48.00 for "maintenance of lakes& beaches". Membership in the CLCA is voluntary per New Jersey Superior Court
