He won election as a Democrat to the Fiftieth Congress (March 4, 1887-March 3, 1889). His candidacy for renomination in 1888 was unsuccessful. He returned to his law practice in Point Pleasant. In 1900, he affiliated with the Republican Party. He served as a dean of the College of Law of West Virginia University
