District is one of 40 Senate Districts. It is represented by Republican

and the mountainous areas in northern Ventura County. The area is a mix of suburban and rural areas, rapidly growing as Los Angeles and the Inland Empire
grow into the deserts. The district has significant African-American and Hispanic populations.
The 17th includes portions of three counties, but a handful of voters vote in a fourth—nine individuals were registered to vote in the district live in Kern County
. However, most of the population lives in Los Angeles County
