A contour map of the Baddi belt shows just a series of undifferentiated blocks in a wide strip of land just off the foothills of the Himalayas. Closer home as one drives up to the most-discussed industrial belt just 40 km from Chandigarh, those blocks metamorphose into factories, mostly pharma but also manufacturing and IT. Many Indian companies were seeking to relocate operations to Baddi because of tax concessions being offered by the Central and State governments.

With the much-awaited Siswan-Baddi road thrown open to traffic, Chandigarh has come closer to Baddi, a major industrial hub of Himachal Pradesh. The 5.23 kilometres stretch, which establishes another direct road link between Punjab and Himachal Pradesh, has been constructed in seven years. It will reduce the distance between Chandigarh and Baddi by 24 km. The stretch connects NH-21 in Punjab with NH-21A, on which Baddi and Shimla are located, in Himachal Pradesh.
Now, Chandigarh commuters can take a shorter and wider road instead of the congested Panchkula-Pinjore road to reach Baddi and Shimla. They will reach Baddi after travelling 23 km via Majra and Siswan. Similarly, commuters from Mohali, Kharar, Kurali and other towns on NH-21 in Punjab will travel 47 km less to reach Baddi and Shimla

The Baddi industrial belt is the classic example of a sweet dream gone sour. It was brought into being by a massive tax incentive package in 2003, lately the tax holiday is extended beyond 2010 without bothering to develop the zone. The area has adequate power, a rarity in India, peaceful industrial climate and is close to the rich hinterland of Delhi, Chandigarh and Amritsar. But the most striking aspect, however, is the absence of any reasonably pucca road in the entire belt. And thanks to two decades of inaction—the first units set up shop here in 1991- the zone, which has become Asia’s largest pharmaceutical hub, could wither away as soon as the tax holiday goes.
Lack of infrastructure and haphazard industrial development in this town, located in Solan district of Himachal Pradesh, has given nightmares to investors and locals alike. Companies such as Omaxe, Amaravati, Shakun Infrastructure, Suncity projects are striving hard to find buyers for their housing complexes. An official from Omaxe Construction says, “We are constructing about 720 flats in Baddi. Though the bookings are on but the response is yet to pick up.”
The lackadaisical approach towards improvement of the inter-state connectivity has been an impediment in trade expansion by the industrial units.Unlike Dubai or Sharjah, this belt has earned the dubious distinction of making industry captains come out... n the roads to demand roads, housing for their workers and even hospitals before the employees did so.
To prevent further overloading of the ecosystem in Baddi, it is planning to freeze new industrial establishments. And due to ever-expanding migrant labour force in the industrial belt, the area is slowly transforming into an unorganised slum. The number of migrant labourers is on the rise and since there is no provision for accommodation of the workers in majority of the industrial units they live in slums.

Rail Link

Indian Government has decided to link this industrial township with a rail link to boost business in city. The fate of the proposed Chandigarh-Baddi rail link seems to be in doldrums as the project of the Northern Railways is caught in the land acquisition tangle. The construction work on the project, which was scheduled to commence by early 2010, There have been problems in the process of land acquisition. Efforts are on to resolve the issue with the authorities in order to initiate the project.
The final location survey for the project has already been conducted by the railway authorities to check the feasibility of the new line. Agreeing to the fact that the rail line is facing roadblocks due to acquisition of land, a senior railway official at the Chandigarh construction office said.
