, from where he graduated from in 1990. From 1991-1994, he continued at Surrey towards a Ph.D., which he received in 1994.

Career

The following year, 1995, he returned to Namibia and was appointed to the National Assembly as a non-voting member. He was also appointed Deputy Minister of the Fisheries and Marine Resources. He lasted in that position until his promotion as head of the ministry in 1997. His term as Minister of Fisheries and Marine Resources came to an end on 21 March 2010, when he was appointed Minister of Education.
