Plot

Spenser receives an enigmatic letter from his lover, Susan Silverman, who has relocated to the West Coast

Storyline summary

Susan Silverman, in an effort to discover her own identity, has moved to the West Coast. There she engages a relationship with a wealthy heir, Russell Costigan. The story begins with her letter to Spenser that Hawk is in prison and that she too is in trouble.

 right after making some preparations to break Hawk out of prison. Spenser locates Hawk, and breaks him out using a gun hidden in the bottom of a fake cast.

Jerry Costigan is Russell's father, and owns a network of large businesses, not the least of which is a munitions manufacturer. Hawk and Spenser attempt to find Susan by infiltrating Jerry Costigan's home compound, but fail to locate her. At gunpoint, they discover she and Russell are at their lodge. Throughout the story, the enlist the research skills of lesbian feminist author Rachel Wallace, whom Spenser protected and rescued in the sixth novel

After burning down the Costigan lodge, Hawk and Spenser broker a deal with the CIA and FBI: if they kill Jerry Costigan, all the charges against them in California will be dropped. Jerry Costigan is a known illegal weapons broker, but they can never garner the evidence they need to prosecute him.

Spenser and Hawk infiltrate a Costigan weapons plant and manage to rescue Susan who was with Russell.

After returning to Boston, Spenser and Susan talk and he learns she wasn't precisely a captive with Russell. Spenser asks her to choose between him or Russell, and she eventually decides on Spenser.

With invaluable assistance from Russell, Spenser infiltrates an old silver mine and assassinates Jerry Costigan. The government clears him and Hawk of all charges related to the case.

At the conclusion of the novel, Spenser and Susan are reunited at his apartment and make love.
