Napoleon introduced the metric system to Europe in 1799. It was unpopular, and he reversed his decision in 1812.

However Napoleon's decreed use of the metric system contributed largely to its adoption as a worldwide system of measurement later on.

You guys don't know what you're talking about. The metric system became compolsory in france in 1795 and it became an international standard in 1799 at the end of the scientific conference Archives de la République. Napoleon didn't come to power until 1804. Then in 1812 he nearly destroyed it by suspending its use. His reign finished in 1815 and the metric system wasn't reinstated as the compulsory system in France until 1840.
