Devineni Uma Maheswara Rao better known as Uma is an Indian Politician and Farmers leader in the state of Andhra Pradesh, India. He was elected to legislative Assembly for 3 terms(15 years).He was elected as M.L.A for nandigama constituency. He was elected an M.L.A from Mylavaram constituency in the year 2009. Uma is also Krishna District President of Telugu Desam Party. Uma welknown for his articulated speeches in the Andhra Pradesh assembly and lead several agitations in support of Farmers. He was elected as M.L.A in 1999 and 2004 elections for AP State Assembly from Nandigama

Samaykhya Andhra Movement : Uma submitted resignation to Andhra Pradesh Assembly Speaker soon after Federal Government of India declared the process to begin for bifurcation of Andhra Pradesh State. Uma declared on December 9, 2009 that he would sit fast-unto-death until federal government changes plans for bifurcation of state. December 23, 2009 Federal government stated that bifurcation of the state can happen only after reaching consensus among all political parties and groups within the state.

Uma's health condition is serious as of December 21, 2009. Doctors at Government Hospital at Vijayawada said Devineni Uma could slip into serious health condition that is unrecoverable and also possible that he could slip into coma if Uma do not consume solid food immediately.

Uma Maheswara Rao was one among the leaders who strictly participated in the SamaykhyaAndhra movement from day one. At one point of time Umamaheswara Rao's health condition rapidly deteriorated and shows signs of cardiac complications and was forcefully shifted to the NRI Hospital in Guntur district despite a stiff resistance put up by his supporters. The doctors of Government General Hospital at Vijayawada where he was forcibly administered fluids to break his indefinite fast impressed upon the officials and the police that he would have to be attended by cardiac specialists and his condition needed immediate attention.

Meanwhile, the State Human Rights Commission directed the government to consider shifting of the fasting TDP MLA to NIMS. In a petition filed before the Commission, B Venkateswara Rao, an advocate complained of indifferent attitude by government officers like the District Collector of Krishna, Commissioner of Police of Vijayawada and Superintendent of Government Hospital at Vijayawada towards the health condition of Umamaheswara Rao. He alleged that the police had acted highhandedly. SHRC Chairperson Justice B Subhashan Reddy asked the government to consider the fasting leader's shifting keeping in view his health condition, law and order problem and medical facilities at Vijayawada.
