 in 1993. He was granted tenure in 1998. From 2003 to 2006, he served as Michigan’s Associate Dean for Academic Affairs. He has taught a variety of legal subjects, including administrative law, banking, civil procedure, cost-benefit analysis, good government, sovereign immunity, and torts. His academic writings appear in publications such as the Administrative Law Journal, the Chicago Law Review, the Columbia Law Review, the Harvard Law Review, and the Yale Journal on Regulation. His book, Regulation and Public Interests, was published by Princeton Press in 2008. He has been ranked by Leiter in recent years in the top ten most cited law faculty who entered teaching since 1993, and in the top ten most cited law faculty in the field of administrative law from 2005-2009. In 2004, he was awarded the Distinguished Scholarship award in administrative law by the American Bar Association
