Torrington is the largest city in Litchfield County, Connecticut and the northwestern Connecticut region. It is also the core city of the largest micropolitan area in the United States. The city population was 36,383 according to the 2010 census....

 is a Beaux Arts architecture building from 1915, designed by Wilson Potter. It was listed on the National Register of Historic Places

It's significant as a well-preserved example of the work of Wilson Potter, a New York City-based designer of schools throughout the Northeastern U.S.

The building has been renovated for use as residential apartments. In 2010, a sign describes it as "South School Garden View Apartments".
