The board consisted of Communists, Communist sympathizers, good hearted immigrants and humanitarians and several confirmed Soviet spies such as Sergei Konenkov, his wife Margarita Konenkova who served as Executive Secretary, and Duncan Chaplin Lee who served as legal counsel.
