Following his retirement from active duty in 1989, he entered the private sector. Three years later, he became headmaster of the prestigious high school Gymnasia Herzliya and remained in office for six years.

A member of the Labour Party, Huldai was first elected mayor of Tel Aviv in 1998, was re-elected in 2003 with 62% of the vote, and again in 2008 with 50.6%.

Huldai has been criticized for not enforcing the new anti-smoking law in Israel.
