Once in the Assembly, Briggs angered conservatives across the country when he not only became one of only four Republican Assembly members to vote in favor of the state budget (which was derided by the most in the GOP), but when his was the deciding vote. As a result, Briggs was a target from the outset when he ran for the congress

Briggs failed again in 2004 when he lost the GOP primary in his old 29th assembly district.
